The module focuses on theoretical assumptions on policy and programme success or failure. Theories on change are the backbone of systematic policy and programme analysis. Theories guide policy designers and implementers in developing a programme logic model to explain the activities and processes of the intervention. Theory influences the choice of methods, which will be unpacked in this module. The module will focus on topical theoretical models such as the theory of change. |
| PDME501 | Logical Framework Development, Planning & Management | In an era where organisations face increasing complexity in achieving development, social, and business outcomes, structured and systematic approaches to project design and management have become essential. Logical Framework Approaches (LFAs) provide a robust methodology for planning, managing, and evaluating projects across diverse sectors, including international development, business operations, and public administration. This module is designed to address the growing need for professionals who are adept at using logical frameworks to clearly define objectives, align stakeholder priorities, anticipate risks, and measure success. LFAs are widely adopted by international organisations, NGOs, donor agencies, and governmental bodies as a standard for ensuring transparency, accountability, and efficiency in project implementation. | PDME502 | Results Based Planning & Management Systems | This module introduces students to the principles, tools, and practices of results-based planning and management (RBM) within the field of Monitoring and Evaluation (M&E). The course emphasises how RBM contributes to evidence-based decision-making, accountability, and improved development outcomes. Students will explore theoretical underpinnings, tools such as logframes and results chains, performance measurement frameworks, and strategies for implementation in diverse contexts, including crisis settings. Critical perspectives, such as decolonising RBM in African contexts, are also incorporated to ensure a reflexive understanding of RBM’s opportunities and limitations. |

The module focuses upon both qualitative and quantitative techniques and the knowledge gained, will be useful for conducting research and as tools for professional practice. The module will also equip learners with the use of digital technologies in data collection, processing, analysis and management. |

| PDME504 | Monitoring and Evaluation Designs and Project Performance | The module is designed to introduce students from the various Plans and content and how they vary significantly based on the type of intervention and how this has implications on how monitoring and evaluation is carried out. Also on how different types of studies and assessments are conducted. The module will equip students with skills on how to set policy and development goals, managing to get and compare achievements with the expected results. Performance measurement is a method of data collection that is used to inform and to benefit those responsible for decision making. M&E in practice as a continuous management function to assess progress, to spot bottlenecks in implementation and to highlight whether there are any unintended effects from a programme is of particular importance to students of this module. |
| PDME505 | Data Analysis Packages, Presentation & Report Writing | In this module students will be equipped with different skills for data analysis. Focus will be on data processing, analysis, interpretation and problems associated with processing data. Different approaches to qualitative and quantitative data analysis will be basic to this module. The module will focus on key and different types of both statistical and qualitative data presentation formats and structures. Students will be taught on monitoring and evaluation report writing - understanding the different types of reports, characteristics of ideal reports and guidelines for report writing. Students will be exposed to scientific and technical reports in this module |
| PDME506 | Monitoring and Evaluation Data Management Systems | The module focuses on equipping students with M&E data management systems, and data management plan skills. Data management is about making informed decisions and the focus is on different file formats for long term access, unencrypted, uncompressed, non-proprietary/patent-encumbered, open, documented standard and standard representation. Basic issues on where to store data, how is it backed up, storing and data preservation will be taught. The module also brings out key challenges and errors associated with data management such as duplication of data, data loss and security breaches. Students should equip to ensure that data is accurate, reliable and secure and the importance of saving time and effort in the whole data management system. |
| PDME570 | Dissertation | Students will be required to do a research project that covers different key aspects of the diploma from planning where objectives and goals are set including outcomes, activities and key indicators. The project will also cover implementation, performance measurement and then monitoring and evaluation. Each student will have a supervisor to provide scholarly and practical guidance. |
